PAY FIXATION-KERALA SERVICE RULES Article  by S u d h e e s h  V a i k o m   When we discuss Pay Fixation, we have THREE RULES to consider [1) Rule 28 , 2) Rule 37 (a) , and 3) Rule 28 ] 1. RULE 28      WHEN  - New Scale (Higher Time Scale ) begins with a Pay greater than Rs.68,700/ -and the when a  substantive officer is promoted to a substantive post.
