( Government reiterated that only appointing authorities are competent to make charge arrangements under Rule 53 Part I Kerala Service Rules.)
Important Note:
1.Special Allowance is admissible in the above cases.
2. The following categories of officials are not eligible for Special allowance for combination of appointments.
a)All India Service officers
b)State Govt officers ( In the scale of pay of Govt Secretary and above)
c)Judicial Officers ( In the scale of pay of Govt Secretary and above )
SPECIAL ALLOWANCE - ELIGIBILITY CRITERIA
1. Post NOT in the SAME OFFICE/ ESTABLISHMENT/LINE OF PROMOTION
Eligible
Example : Labour Commissioner holding an additional charge of Registrar of Co-Operative Soceities
2.Post in the SAME OFFICE/ ESTABLISHMENT/LINE OF PROMOTION
a) When the additional post is subordinate to the regular post.
Ineligible
Example : The Panchayat Secretary holding additional responsibilities of a Head Clerk.
b) Equivalent/ Same Rank
b)(i) Different territorial jurisdictions
Eligible
Example : BDO holding an additional charge of another Block
b(ii) In the same office, but additional responsibilities can be spread out ( Divisible)
Ineligible
Example : A SS holding additional Charge of another SS
b) (iii) In the same office, but additional responsibilities are indivisible and cannot be distributed to more than one official.

c) Superior to the Regular Post with Higher Scale of Pay
