The Kerala Public Service Act 1968

Art. 309 directs every State Government to

a) Make appropriate rules for Service

b) Make provisions in appropriate  Act passed in the Legislative Assembly.

There was a need for unification of service rules as the new State of Kerala needed the officers of erstwhile malayalam speaking and provincial states came under a common state umbrella

which led to a unified code. (Officers regulated by different Service Rules were absorbed by the newly formed Kerala State  in 1.11.1956.)

 This led the Kerala State Government to issue KSR in 10.11.1959 vide notification No.Fin.CR.57702/59 dated 10.11.1959

10.11.1959 is an important date  = The NOTIFICATION date of KSR

But even then the need for an Act was seriously felt which was materialized only in 1968. 

The Underlying Act is he Kerala Public Service Act 1968 or the Act 19 of 1968.

Section 2 further empowers the State Government to make Rules.
